1. Are these Photoshop resources really free?

Yes, they are free as long as you stick to the rules in the Read-me / License Agreement. Also, in some cases you may need to notify the artists about using their work and sometimes you need to give credit to them. You can see these restrictions in the archive or right under the download section.

2. Can I get permission to use certain brushes, gradients or other resources for other proposes that aren't allowed by the license?

You need to get permission from the author that created the brushes, patterns etc. Photoshopedia.com is only hosting these resources.
Photoshopedia.com will not be held responsible for the uses of any brushes, brush sets, patterns, gradients or other resources. Photoshopedia.com does not monitor the use of resources before or after they are published on the site.

Uploaders:
Only upload resources, sets and patterns that you created.

1. How long does it take to approve the work (brushes, gradients, patterns, action, shape, layer styles) I submit?

This may take a few hours / few days depending on how many resources we have in the queue. We are only publishing high quality resources. Thank you very much for your patience.
